Guizhou advances cement industry transformation

On Aug 28, Guizhou Department of Industry and Information Technology convened a provincial meeting focused on reducing overcapacity and promoting the high-quality development of the cement sector. Deputy Director Jin Bihuang delivered remarks, with representatives from key provincial departments, industry associations, and leading cement enterprises in attendance.

At the meeting, officials explained policies such as the Implementation Measures for Cement and Glass Capacity Replacement and the Implementation Opinions on Promoting Steady Growth, Transformation, and Efficiency in Guizhou's Building Materials Industry. These guidelines set clear directions, goals, and tasks for restructuring the cement sector.

Industry associations and company representatives shared insights on current challenges and offered suggestions for solutions.

The meeting emphasized that the cement industry must follow legal and market-oriented principles to resolve overcapacity, optimize resource allocation, and maintain a balance between supply and demand. Enterprises are encouraged to reduce excess capacity through mergers, closures of inefficient operations, and capacity replacement. The focus should shift from competing on scale to competing on quality, from chasing market share to creating value.

Industry associations were urged to strengthen their role as a bridge, enhancing self-discipline, fostering cooperation, and building a healthier, more sustainable ecosystem for the sector. These efforts aim to empower Guizhou's cement industry to move toward sustainable, high-quality growth.
