Guizhou launches three-year plan to boost low-altitude economy

Guizhou province has issued the Three-Year Action Plan for High-Quality Development of the Low-Altitude Economy (2025–2027), setting out a roadmap to accelerate the growth of this emerging sector.

The plan calls for building a coordinated development mechanism, strengthening safety oversight and service capacity, cultivating market players, and advancing new technologies, scenarios, and business models tailored to local conditions.

The province aims to establish a preliminary scale for its low-altitude economy by 2027, completing foundational airspace classification, developing a functioning management system, and finishing key infrastructure projects in priority regions. An intelligent low-altitude network and public service system will also take shape, while industrial clusters and application scenarios, such as low-altitude logistics and emergency response, are expected to deliver notable progress.

The first major task outlined in the plan is to deepen reforms in low-altitude airspace management. This includes delineating airspace zones through military-civil coordination, establishing a flexible conversion mechanism for airspace use, and drafting utilization schemes. Authorities will also design a low-altitude flight route network, issuing visual flight charts and ensuring airspace and route planning align with application needs.

The plan also emphasizes improving safety supervision, with solutions for rapid warning, precise identification, and effective response. Standards for flight access, monitoring, and ground-air safety will be refined, alongside tailored guidelines for mountain flying operations, ensuring secure and orderly low-altitude activities.
