Southwest China's Guizhou province has released its first provincial-level policy document dedicated to the fluorochemical industry.

The newly-issued Three-Year Action Plan for the High-Quality Development of the Fluorochemical Industry in Guizhou Province (2025–2027) outlines a strategic roadmap to elevate the sector through structural optimization and industrial transformation.

The plan consists of four key sections: overall requirements, development goals, priority tasks, and support measures. It marks a significant step toward fostering economic growth and upgrading the province's industrial landscape.

Fluorochemistry is a vital branch of the new chemical materials sector and a critical emerging industry in China. The action plan sets forth a clear industrial layout centered around the concept of "One Belt, One Zone".

The "Belt" refers to the Guiyang-Qiannan fluorochemical industrial belt, which utilizes associated fluorine resources from phosphate mining in traditional phosphorus chemical bases such as Kaiyang, Xifeng, Weng'an, and Fuquan. This corridor will follow a "phosphorus-fluorine" integration model.

The "Zone" refers to the Wuchuan-Zheng'an-Daozhen fluorochemical industrial cluster in Zunyi, which capitalizes on the abundant fluorspar resources in the region. Anchored by the Wuchuan Fluorine-Barium New Materials Industrial Park, this area will pursue a "fluorspar-fluorine" development path.

According to the plan, by 2027, Guizhou aims to achieve significant progress in restructuring and upgrading its fluorochemical industry.

A sophisticated, diversified, and refined industrial system will take shape, with the "One Belt, One Zone" model driving regional cluster development. The province intends to establish integrated industrial parks encompassing raw material supply, processing, and research and development, with the total industrial output value of the fluorochemical sector projected to reach 10 billion yuan ( $1.37 billion).
